c23d3339ce tests/functional: Skip the screendump tests if the command is not available
It is possible nowadays to compile QEMU without pixman support - in that
case the screendump command is not available and the related tests fail.
Thus skip these tests if the screendump command could not be executed.

beaf88c895 tests/functional: switch over to using self.scratch_file()
Replace any instances of

  os.path.join(self.workdir, ".../...")
  self.workdir + "/.../..."

with

  self.scratch_file("...", "...")

which is more compact and portable

3d5938607e tests/functional: switch to new test skip decorators
This ensures consistency of behaviour across all the tests, and requires
that we provide gitlab bug links when marking a test to be skipped due
to unreliability.

Platforms we target have new enough tesseract that it suffices to merely
check if the binary exists.

576fffbc8e tests/functional: Convert the m68k nextcube test with tesseract
The code that handles running of tesseract needs to be tweaked a little
bit to be able to run without the functions from avocado.utils, and
while we're at it, drop some legacy stuff that was still there due to
Tesseract 3 support that we already dropped a while ago.
