Replace any instances of
os.path.join(self.workdir, ".../...")
self.workdir + "/.../..."
with
self.scratch_file("...", "...")
which is more compact and portable

This ensures consistency of behaviour across all the tests, and requires
that we provide gitlab bug links when marking a test to be skipped due
to unreliability.

Provide a "gzip_uncompress" function based on the standard "gzip" module
to avoid the usage of avocado.utils here.
