This ensures consistency of behaviour across all the tests, and requires
that we provide gitlab bug links when marking a test to be skipped due
to unreliability.

Since commit 786bc22552, cached asset files are read-only, so now we've
got to use "read-only=true" in tests that try to use these files directly.
