Introduce kvm_arch_pre_create_vcpu(), to perform arch-dependent
work prior to create any vcpu. This is for i386 TDX because it needs
call TDX_INIT_VM before creating any vcpu.
The specific implementation for i386 will be added in the future patch.

We want to merge TYPE_AARCH64_CPU with TYPE_ARM_CPU, so enforcing in
kvm_arch_init_vcpu() that the CPU class is a subclass of
TYPE_AARCH64_CPU will no longer be possible.
It's safe to just remove this test, because any purely-AArch32 CPU
will fail the "kvm_target isn't set" check, because we no longer
support the old AArch32-host KVM setup and so CPUs like the Cortex-A7
no longer set cpu->kvm_target. Only the 'host', 'max', and the
odd special cases 'cortex-a53' and 'cortex-a57' set kvm_target.

Our KVM code includes backwards compatibility support for ancient
kernels which don't support the KVM_ARM_PREFERRED_TARGET ioctl. This
ioctl was introduced in kernel commit 42c4e0c77ac91 in September
2013 and is in v3.12, so it's reasonable to assume it's present.
(We already dropped support for kernels without KVM_CAP_DEVICE_CTRL,
a feature added to the kernel in April 2013, in our commit
84f298ea3e; so there are only about six months' worth of kernels,
from v3.9 to v3.11, that we don't already fail to run on and that
this commit is dropping handling for.)

Extend the 'mte' property for the virt machine to cover KVM as
well. For KVM, we don't allocate tag memory, but instead enable
the capability.
If MTE has been enabled, we need to disable migration, as we do not
yet have a way to migrate the tags as well. Therefore, MTE will stay
off with KVM unless requested explicitly.
[gankulkarni: This patch is rework of commit b320e21c48
which broke TCG since it made the TCG -cpu max
report the presence of MTE to the guest even if the board hadn't
enabled MTE by wiring up the tag RAM. This meant that if the guest
then tried to use MTE QEMU would segfault accessing the
non-existent tag RAM.]

kvm_arch_init_vcpu() used to remove PMU when it is not available even
if the CPU model needs one. It is semantically incorrect, and may
continue execution on a misbehaving host that advertises a CPU model
while lacking its PMU. Keep the PMU when the CPU model needs one, and
let kvm_arm_vcpu_init() fail if the KVM implementation mismatches with
our expectation.

Newer versions of the Arm ARM (e.g. rev K.a) now define fields for
ID_AA64MMFR3_EL1. Implement this register, so that we can set the
fields if we need to. There's no behaviour change here since we
don't currently set the register value to non-zero.

Board reset requires writing a fresh CPU state. As far as KVM is
concerned, the only thing that blocks reset is that CPU state is
encrypted; therefore, kvm_cpus_are_resettable() can simply check
if that is the case.

The Big QEMU Lock (BQL) has many names and they are confusing. The
actual QemuMutex variable is called qemu_global_mutex but it's commonly
referred to as the BQL in discussions and some code comments. The
locking APIs, however, are called qemu_mutex_lock_iothread() and
qemu_mutex_unlock_iothread().
The "iothread" name is historic and comes from when the main thread was
split into into KVM vcpu threads and the "iothread" (now called the main
loop thread). I have contributed to the confusion myself by introducing
a separate --object iothread, a separate concept unrelated to the BQL.
The "iothread" name is no longer appropriate for the BQL. Rename the
locking APIs to:
- void bql_lock(void)
- void bql_unlock(void)
- bool bql_locked(void)
There are more APIs with "iothread" in their names. Subsequent patches
will rename them. There are also comments and documentation that will be
updated in later patches.
