437db2549b qapi: Clean up qapi.py per pep8 
Silence pep8, and make pylint a bit happier.  Just style cleanups,
plus killing a useless comment in camel_to_upper(); no semantic
changes.

e89ac222aa qapi: add ordereddict.py helper library 
We need this to parse dictionaries with schema ordering intact so that C
prototypes can be generated deterministically.
