When FEAT_SEL2 was implemented the SEL2 timers were missed. This
shows up when building the latest Hafnium with SPMC_AT_EL=2. The
actual implementation utilises the same logic as the rest of the
timers so all we need to do is:
- define the timers and their access functions
- conditionally add the correct system registers
- create a new accessfn as the rules are subtly different to the
existing secure timer

virt.h defines a number of IRQs that are ultimately described by Arm's
Base System Architecture specification. Move these to a dedicated header
so that they can be reused by other platforms that do the same.
Include that header from virt.h to minimise churn.
While we're moving the definitions, sort them into numerical order,
and add the ARCH_TIMER_NS_EL2_VIRT_IRQ definition used by sbsa-ref
and which will eventually be needed by virt also.
