Headers in include/sysemu/ are not only related to system
*emulation*, they are also used by virtualization. Rename
as system/ which is clearer.
Files renamed manually then mechanical change using sed tool.

it via its relative local path, instead of absolute

functions. Let's split it up to make it more obvious which part is
related to bus handling and which part is related to device handling.
