zhenwei pi e76f201f69 throttle: use enum ThrottleDirection instead of bool is_write ... enum ThrottleDirection is already there, use ThrottleDirection instead of 'bool is_write' for throttle API, also modify related codes from block, fsdev, cryptodev and tests.
