tests/tcg: prepare Makefile.prereqs at configure time

Browse source 
List the dependencies of the build-tcg-tests-* and run-tcg-tests-*
targets in a Makefile fragment, without going through Makefile.prereqs's
"parsing" of config-*.mak.
