target/mips: implement Octeon-specific arithmetic instructions

This patch implements several Octeon-specific instructions:
- BADDU
- DMUL
- EXTS/EXTS32
- CINS/CINS32
- POP/DPOP
- SEQ/SEQI
- SNE/SNEI
