user: Move 'linux-user/cpu_loop-common.h' -> 'user/cpu_loop.h'

"linux-user/cpu_loop-common.h" is generic enough to be used by
bsd-user, so rename it as "user/cpu_loop.h".

Mechanical change running:

  $ sed -i -e 's,cpu_loop-common.h,user/cpu_loop.h,' \
                $(git grep -l cpu_loop-common.h)
