target/ppc: cpu_init: Remove not implemented comments
The /* XXX : not implemented */ comments all over cpu_init are confusing and ambiguous. Do they mean not implemented by QEMU, not implemented in a specific access mode? Not implemented by the CPU? Do they apply to just the register right after or to a whole block? Do they mean we have an action to take in the future to implement these? Are they only informative?
