tcg: Convert TARGET_SUPPORTS_MTTCG to TCGCPUOps::mttcg_supported field

Browse source 
Instead of having a compile-time TARGET_SUPPORTS_MTTCG definition,
have each target set the 'mttcg_supported' field in the TCGCPUOps
structure.
