qapi: add 'if' to union members

Browse source 
Add 'if' key to union members:

{ 'union': 'TestIfUnion', 'data':
    'mem': { 'type': 'str', 'if': 'COND'} }

The generated code remains unconditional for now. Later patches
generate the conditionals.
