hw/arm: Build various units only once

Browse source 
Various files in hw/arm/ don't require "cpu.h" anymore.
Except virt-acpi-build.c, all of them don't require any
ARM specific knowledge anymore and can be build once as
target agnostic units. Update meson accordingly.
