ui/sdl: add QEMU_ENABLE_SDL_LOGGING setting/environment

Browse source 
Enable SDL logging when QEMU_ENABLE_SDL_LOGGING variable is set, as
suggested by Sam Lantinga, upstream SDL maintainer.
