hw/arm/virt: Remove VirtMachineClass::disallow_affinity_adjustment

The VirtMachineClass::disallow_affinity_adjustment
field was only used by virt-2.6 machine, which got
removed. Remove it and simplify virt_cpu_mp_affinity().
