QMP: Add cpu-add command

Adds "cpu-add id=xxx" QMP command.

cpu-add's "id" argument is a CPU number in a range [0..max-cpus)

Example QMP command:
 -> { "execute": "cpu-add", "arguments": { "id": 2 } }
 <- { "return": {} }
