Sparse fixes: NULL use, header order, ANSI prototypes, static

Fix Sparse warnings:
 * use NULL instead of plain 0
 * rearrange header include order to avoid redefining types accidentally
 * ANSIfy SLIRP
 * avoid "restrict" keyword
 * add static
