qapi: add 'if' to alternate members

Add 'if' key to alternate members:

{ 'alternate': 'TestIfAlternate', 'data':
  { 'alt': { 'type': 'TestStruct', 'if': 'COND' } } }

Generated code is not changed by this patch but with "qapi: add #if
conditions to generated code".
