arm: Remove frq properties on CMSDK timer, dualtimer, watchdog, ARMSSE

Now no users are setting the frq properties on the CMSDK timer,
dualtimer, watchdog or ARMSSE SoC devices, we can remove the
properties and the struct fields that back them.
