softfloat: rename float*_eq_signaling() into float*_eq()

float*_eq_signaling functions have a different semantics than other
comparison functions. Fix that by renaming float*_quiet_signaling() into
float*_eq().

Note that it is purely mechanical, and the behaviour should be unchanged.
