vhost: restrict Linux dependency to kernel vhost

Browse source 
vhost-user does not depend on Linux; it can run on any POSIX system.  Restrict
vhost-kernel to Linux in hw/virtio/vhost-backend.c, everything else can be
compiled on all POSIX systems.
