target-xtensa: Let cpu_xtensa_init() return XtensaCPU

Make the include paths for cpu-qom.h consistent to allow using XtensaCPU
in cpu.h.

Turn cpu_init macro into a static inline function returning
CPUXtensaState for backwards compatibility.
