vfio/container: Introduce TYPE_HOST_IOMMU_DEVICE_LEGACY_VFIO device
TYPE_HOST_IOMMU_DEVICE_LEGACY_VFIO represents a host IOMMU device under VFIO legacy container backend. It will have its own realize implementation.
