Update zh_TW translations (#11514) 
* Replace Simplified Chinese in `OrcaSlicer_zh_TW.po` with Traditional
  ones, fix '制', and add missing translatinos
* Fix settings -> system language selector (`Perefences.cpp`): 繁体 -> 繁體
* Two missing translation in `text.js`
