- Podman Containerfile improvements:

- Add dependencies to base packages so BuildLinux doesn't need to install anything
  - Switch to Ubuntu 20.04, so glibc is older more widely available (22.04 glibc ABI was too new for Holo-iso)
  - Add debconf config to force non-interactive setup
