CURA-12660
This required a refactoring of the management of the active view. The previous behavior was that anyone could set the active view, depending on certain conditions. But now we also have a view that is set by a tool, so sometimes the actually set view would be incorrect. Now each Stage requests an active view, and each tool CAN also request an active view. Then the Controller decides which view should actually be active depending on the active stage and tool.

cfad991120 Popup will now resize based on the implicitWidth/implicitHeight of it's children. 
This causes a binding loop when using layouts like Column.

To resolve this the height/width of the popup in ExpandablePopup can now be set explicitly with contentWidth and contentHeight

For ExpandablePopups with contentItems that are not Layouts the implicitWidth/implicitHeight can be set directly in the contentItem.

Remove padding from views selector 
This padding made it break the height of the item for some reason. I guess that is a Qt bug.
In any case, the padding shouldn't be there either since the lining is on the inside of the child buttons so the padding only causes a gap to appear on the left and right sides, which looks weird.

cdb8020029 Add another expandable component 
Use one of them if the drop-panel has to act as a Popup and the other if it has to act as a standard component.
